Chambers Global - The World's Leading Lawyers, is an independent, objective, research-based guide. It's not a collection of paid-for entries. No lawyers are mentioned in it unless they have strong recommendations in the market. No-one can "buy his way in". The qualities on which rankings are assessed include technical legal ability, professional conduct, client service, commercial awareness/astuteness, diligence, commitment, and other qualities most valued by the client. Editorial comment is also derived from the research, with quotations used when they sum up the prevailing opinion of the market. Turcan & Turcan is the first Moldovan law firm to have been rated by Chambers Global. This was back in 2001. Turcan & Turcan is the only Moldovan law firm to have been holding the leading position in the Moldova rankings of Chambers Global for eight consecutive years.

Drawing its clients typically from the financial sector, the firm serves such entities as banks, leasing companies, brokers and lenders, advising both multinationals such as the EBRD and the IFC, and local banks and financial institutions on lending matters, and representing shareholders of banks in the acquisition and disposition of shares. The team also excels in telecoms, housing some of the country’s top experts advising the GSM industry. In energy matters, the firm acts for several electricity distribution clients, as well as Moldova Gas and Lukoil International. Other clients are drawn from the not-for-profit, media and retail sectors. Interviewees found the firm “business-oriented with a Western approach. One interviewee went as far as to assert that its members "are the best I have ever worked with in CEE." This five-strong team - "young, proactive and smart" - is "well able to moderate the interface of local and international law." To this end, members are fluent in English, Russian and Romanian and able to draft in all three languages. Clients/Work Highlights: The firm advised Veneto Banca on its 100% acquisition of Eximbank, the first entry of a Western European bank into the Moldovan banking services market. The firm also counselled the EBRD and the Western NIS Enterprise Fund in connection with the disposal of their joint 20% equity stake in Moldova-Agroindbank, the largest Moldovan commercial bank. The firm also represented IFC, as senior secured lender, and Deloitte & Touche, as trustee, in the sale to a strategic investor of 100% interest in three Moldovan canneries.
