Alexander Turcan, Managing Partner

Managing partner Alexander Turcan founded the firm in 1999. Alexander’s practice focuses primarily on the areas of corporate and commercial, banking and finance, telecommunications, energy, real estate, tax and non-profit law, as well as dispute management. He is recognized as the leading lawyer for business and investment in Moldova by clients, peers and international market researchers (Chambers Global/Europe, Legal 500, IFLR1000, PLC Which Lawyer?, Who’s Who Legal in M&A, etc.). The legal team managed by Alexander is described by researchers as "clearly the best" firm in Moldova, "a clear leader in the Moldovan market", and"leading law practice in the country". Alexander has been involved in some of the most complex projects in Moldova, acting as legal advisor for international finance organizations, foreign governmental agencies, transnational corporations, regional investors in such sectors as energy, telecommunication, banking and finance, food processing, retail and distribution, as well as the traditional Moldovan wine and brandy industry. Alexander Turcan is also involved in the development of Moldovan legislation and is an active member of the country’s business community.

Since 2011 Alexander is co-founder and Member of the Board of Directors of the European Business Association in Moldova (www.eba.md). Since 2015 Alexander is Member of the Board of Directors of the East Europe Foundation (www.eef.md). Alexander’s past community leadership positions include: member of the Board of Directors (2006-2012) of the American Chamber of Commerce in Moldova (www.amcham.md); member of the Board (2010-2015) of the non-profit CIS Competition Support Association; member of the Advisory Council under the Ministry of Economy of the Republic of Moldova (2010-2014); member of the Board of the Moldovan Bar (2011-2015); representative of the Moldovan Bar (2013-2015; 2016-present) at the Council of Bars and Law Societies of Europe (www.ccbe.eu).

Octavian Cazac, Ph.D., Partner

Name partner Octavian Cazac, Ph.D., is with the firm for more than a decade. He is a recognized expert in Moldovan project finance and syndicated finance, cross-border M&A and PPPs. Octavian is recommended as a Band 1 lawyer by Chambers Global, which has emphasized that clients are impressed with his skills, stature in the community, responsiveness and pragmatism. He is also cited as a leading lawyer in the IFRL1000 and Legal500 editorials, being recommended as “reliable, smooth, trustworthy and prompt.”

Octavian holds a doctoral degree in Private Law from the Moldova State University (2013), his LL.M. degreed having been obtained from the same university in 2005. Octavian is an Associate Professor of Civil Law at the Moldova State University, Faculty of Law, where he started teaching from 2004. 

Since 2014 Octavian is extensively involved in reforming Moldova's private laws and in particular the Moldovan Civil Code.

In 2008-2014 Octavian has served on the Scientific Advisory Council of the Moldovan Supreme Court of Justice, advising judges in landmark legal cases and legal challenges. In February 2016 he was reappointed to this position. Since 2012 he acts on the Board of Directors of American Chamber of Commerce in Moldova (www.amcham.md).  Additionally, in September 2016 Octavian was elected Vice-President of the Steering Committee of the Chisinau International Court of Commercial Arbitration of AmCham.

In 2015-2016 he was elected to serve on the Board of the Moldovan Bar.
